7 hd is live over the google barge docked in its new home in the san joaquin valley after making the journey through the bay to the delta this morning. i'm matt keller in for cheryl jennings. >> and i'm kristen zee. so let's begin with our mysterious google barge. today the future floating technology showroom moved from treasure island to its new digs 80 miles away at the port of stockton. abc 7 news report er katie

marzullo is live at treasure island. trrpt was parked here at the end of this pier on treasure island for the last several months, but it took off early this morning headed for its new home in stockton. that's about 80 miles east on the sacramento san joaquin river delta. and as you mentioned, sky 7 hd live over the barge right now. it just arrived at its new home about 20 minutes ago. this is because the san francisco bay conservation and development commission gave orders on january 31st that the barge had 35 days to leave treasure island because treasure island doesn't have the proper building permits. google confirmed this week the barge was headed to stockton. sky 7 hd caught up with the barge on its journey this morning. it was at the antioch bridge right around 8:30. meanwhile, i caught up with a man who lives here on treasure island, who says the barge really had become part of the landscape here. >> never saw any activity. the only reason you knew something was going on, was because of the security gate. >> i didn't even notice. i was enjoying the sky and the ocean, or the bay. i seen on another segment on

channel 7 that. >> reporter: yeah. didn't even notice it was gone. you heard right. so also this morning i talked with the executive director of the san francisco bay conservation and development commission, larry goldspan says he's disappointed that google, being a bay area-based company, didn't stay in the bay area and give the ship-building job to a local company. he says there are plenty of places here beside treasure island where google could have built the barge. the port of stockton, though, falls outside of that dmigs's jurisdiction. now, the purpose of the barge still kind of remains a mystery. at this point all we've ever heard from google is that it would be an interactive technology center. live on treasure island, katie marzullo, abc 7 news. >> interesting, katie. google sent us a statement this morning about the barge's moving out of the bay. it says, "it's been a busy six months for our barge and it's grown tired of all the attention, so we're moving it to stockton where it can have a break, enjoy the city's delicious and warmer climate, and get a bit of rest before its next chapter."

>> as the barge slips into its new home at the port, here's a closer look at google's deal with stockton. the port will house the barge for six months. google will pay the standard dockage fee, which would be about $10,000 a month. the barge will be housed at the western end of the port, what's known as the rough-and-ready island docks, instead of the busier eastern end. for those of you wanting to check it out, you may be out of luck. the port is under heightened security since 9/11. and we're told the location is about a mile from i-5, really just too far to see from the freeway. we will have much more on the google barge this afternoon on abc 7 news at 4:00 and online at abc 7 news.com. five pedestrians have already been killed this year on san francisco streets. after a near-record year for deaths last year. that's triggered a response from city leaders. abc 7 news reporter nick smith is live at san francisco's city hall with what's being done. nick? >> reporter: matt, good morning. the mayor and the chief of police just wrapped up a meeting a few minutes ago talk about

that very issue. they say people walking through the city of san francisco are among the most vulnerable because pedestrian accidents account for almost half of the fatalities in the city. now, take a look at this video that we shot just a minute ago. today the mayor and city leaders kicked off their citywide action plan to increase pedestrian safety for people walking in san francisco. mayor lee described the plan as data driven using safety statistics and city maps collected through the department of health and the sfpd to target areas that have had the highest number of pedestrian collisions. according to their numbers, 6% of city streets account for 60% of pedestrian injuries. the city is putting its money where its mouth is. mayor lee says san francisco will commit $17 million in the next five years for pedestrian safety projects at more than 100 locations throughout the city. >> rather than have years where all of us in office are saying we're sorry for something that

happened, we'd rather be saying thank you for yielding, thank you for not running the red light, thank you for not speeding. >> reporter: the city made a map of what their numbers show as the most dangerous intersections for pedestrians. those streets will be the areas targeted first. the safety projects include construction, awareness campaigns, and increased enforcement by officers dedicated to those hot spots. here is just one of the numbers the city is working with. the mayor says motivates immediate action. 4,100. that is the number of pedestrians killed or injured in collisions in san francisco between 2007 and 2011. that's nearly two people injured every day in the city of san francisco. and the most vulnerable, the mayor says, are the seniors, who are five times more likely to die from their injuries. in san francisco, nick smith, abc 7 news. >> eye o-opening stat there. thank you, nick. in san jose a man was hit and

killed as he was walking near the intersection of almaden avenue and foxworthy avenue last night. police say the driver remained at the scene and cooperated with them. one lane of the expressway was shut down most of the night while police investigated. the victim's name has not yet been released. parents of a richmond school are wondering how their school could have hired a teacher already under investigation for sexual abuse at his previous school. meantime, police are moving forward with the criminal investigation. abc 7 news reporter amy hollyfield is live at monte vista school. amy? >> reporter: the answers to those questions are complicated, kristen, but the school board president tells me he definitely thinks the district needs to strengthen its hiring policies. some parents at mira vista elementary school in richmond are wondering how an accused child molester could end up teaching at the school. >> i feel like if they're going to hire people, you know, at the school they should do background checks on everybody, thorough background checks.

>> reporter: one school already knew about the allegations. making waves academy, also in richmond, fired 32-year-old ronald guinto in november when police opened an investigation on him. but a month later, while the investigation was being conducted, he landed a job at mira vista. the principal here says the hr department did a background check and did not find any criminal history on guinto. >> they knew about it, you know, at the school or whatever. so i feel like they shouldn't have let him come here. >> reporter: we checked with a licensed private investigator who does background checks. she says uncovering everything about someone is harder than you would think. >> i think that people expect in the digital age that everything is going to be digitalalized, everything is going to be electronic, and that's just not the case right now. there's a lot of things that can get missed. and background checks tend to find things that are within the public realm. >> reporter: she says even calling former employers for references can come up short. >> you would hope that a little bit of conversation would happen. but if you have a privacy contract in place that wouldn't

necessarily come through either. >> reporter: guinto has now been arrested and faces 14 charges of child molestation. some parents at mira vista are sympathetic to the school administration and see this as an opportunity. >> we will definitely recover from this. we will talk about this. and we will have our kids learn, predators are everywhere. >> reporter: one parent asked why didn't police say anything? i checked in with richmond police. she the said they didn't even know he had a job sxheer they don't really release information on ongoing investigations because it could jeopardize their case. they say guinto is still in jail. they're going to present their case to the district attorney today, which they believe involves a couple of victims. live in richmond, amy hollyfield, abc 7 news. >> all right. thank you, amy. and mayor jean quan in oakland will focus on bringing more people to her city when she delivers her third state of the city address tonight. quan is expected to call for building more than 7,000 housing units across the city, take advantage of the region's booming housing market. according to the "chronicle,"

quan will announce a companion plan to former mayor jerry brown's successful proposal in 2000 to bring residents to the uptown area. she says fast action is needed as people leave san francisco and other expensive cities in search of lower rent. opponents of sunnyvale's new gun law will ask a federal appeals court for an aemergency stay to keep it from growing into effect today. a federal judge upheld a voter-approved law yesterday, which bans large-capacity magazines or those that hold more than ten bullets. the nra and some gun owners took it to court claiming it violated the second amendment. opponents will now take their case to the 9th circuit convert appeals in san francisco. the city of san jose is making its latest pitch in federal court in its attempt to land the oakland a's. the city filed its opening brief with the 9th circuit court of appeals in san francisco. in it's attorneys for san jose argue baseball should no longer have an antitrust exemption or limit the exemption to just player issues. they say major league baseball has unlawfully refused to allow the a's to move from oakland because the giants claim san

jose is part of their territory. major league baseball has previously asked for the lawsuit to be dismissed. tonight a special task force at san jose state will hold a third public meeting to look into racial tensions on campus after alleged hate crimes on a black student. the 18-member panel of students, academics, and community members have met twice in the past month, this after a black student came forward claiming his four white roommates tormented him for months. the students have all been suspend and face hate crime charges. the task force meets three more times after tonight and will make its recommendations in april. tonight's meeting is at 5:30 in the engineering building. new this morning, president obama has slapped the first real sanctions on those behind the ukraine crisis. this morning president obama signed an executive order allowing the u.s. government to impose a host of sanctions. the new penalties apply to individuals and entities deemed to be violating ukraine's sovereignty and territorial integrity. >> according to my guidance, the

state department has also put in place restrictions on the travel of certain individuals and officials. these decisions continue our efforts to impose a cost on russia and those responsible for the situation in crimea. >> the president's announcement comes just hours after lawmakers in crimea voted to split from ukraine and join russia instead. they scheduled a referendum ten days from now for voters to support or reject their decision. president obama says the re6r7bdum would violate international law. still to come, the unique seats one california school is using to keep students focused in class. and some very personal video from justin bieber's arrest in miami is about to go public, maybe even viral. and fashionistas have a new local spot where they can get designer duds at a discount. and here's a live look right now in lake tahoe. beautiful blue skies up there. will they see any snow? meteorologist mike miko is up

police video of justin bieber undergoing a drug test will be released sometime this week. in the video bieber in jail from tmz miami prosecutors have just released additional footage from january showing the 20-year-old singer giving urine while standing behind a low partition with sensitive portions blacked out. drug tests is key to bieber's driving under the influence case because they found evidence of

marijuana and the anti-anxiety drug xanax in his system. he was also charged with resisting arrest and having an expired license. bieber has pleaded not guilty. new this morning, the former first lady of france has won her invasion of privacy lawsuit against a magazine for publishing beach photos after she and the president of france split up. this morning a french court awarded vallie travaiilet nearly $17,000. she and president hollandee broke up in january after published photos of 4i678 with a french actress. that woman is also suing the tabloid for invasion of privacy. she's seeking $74,000 in damages p. the popular retail store nofrdstrom rack now has another place to hang its clothes in san francisco. on the corner of 5th and market streets. to celebrate its grand opening the rack gave away a $1,000 gift card this morning. 30 shoppers also walked away with $100 gift cards. the store is known for designer brands at discount prices. the city has another rack at 9th

three north bay cities are topping a dubious list. people in santa rosa, napa, and windsor received the most violations for burning wood on winter spare the air days. the bay area air quality management district told their media partners at the bay area news group that santa rosa led the way with 84 illegal burn ticket violations. napa had 41. and windsor 43. in comparison san francisco had only one violator ticketed during the same period and san jose had 21 during the years 2010 through 2013. many violations are issued after people turn in their neighbors

for illegal burning. well, we're getting to that point of the year where you start using the heat at night and then the air during the day. >> right. let's check in with meteorologist mike miko. going through some changes right now. >> especially if you have allergies, good way to get it out of the air because the more we get rain, the more warmth afterwards, the more pollen is going to be out there. good morning from the roof squinting just a little bit because the sun is out. last night's rain totals real quick. i want to show you what happened and where we had the storms with some thunder. you can see a third of an inch in concord, almost half an ch in napa. everybody else in the tenth to quarter of an inch rain and a couple of of hundredths in san jose where we expected that rain to take place. with all that moisture on the ground expect some more fog to form tonight. pretty extensive pictures of exactly where the lightning strikes were. contra costa county. of course we got some grief. everybody else in the country like ha, ha, ha, you had some lightning, so what? we only get five days a year athunderstorms. so yeah, that is pretty impressive for us.

but yeah, if you're in florida where you get more than 30 days full of thunderstorms it's not a big deal. but around here it is and i'm glad we think it is because i think it is. here's your radar. you see some scattered light showers. the most impressive one is moving from santa rosa across the mountains and heading toward st. helena. so far they've been dropping about 100 to 200ths of an inch. the storm is still up to the north and it's mainly heading west to east but the trigger mechanism is slowly sinking south. i still think the north bay is going to have the best chance of a scattered shower in the afternoon. antioch, san jose, concord, fairfield 63. los gatos already 63. emeryville you can see some of the clouds hanging around, low mid upper-level clouds and same thing over san jose we'll use that as a background to talk about.

next chance sunday into monday and next week sunny and spring-like warmth. mid to upper 60s for the rest of us. just a little shy of yesterday. tonight about five to ten degrees cooler but look at all that fog that's going to form. that will be the hardest part of tomorrow's commute at least weatherwise. here's what's happening. cold front sweeping through last night. a trough of low pressure. small wave of energy in the atmosphere that's taking the rest of the moisture and creating an unstable atmosphere. that and the sun. that's why we'll have this chance of showers. mainly north across the north bay. as that flies across the rest of us, kind of flies apart by the evening commute. overnight they're gone and you can see the fog especially in the central valley. a lot of tulle fog. probably in the evening hours when the rain starts to reach the ground overnight, and that means we'll have some slick streets for monday's morning commute. couple of hundredths in the south bay, maybe a tenth around the bay. quarter to half inch in the north bay. before it gets to sunday don't forget such set your clocks ahead one hour, daylight savings
